I don't think that was the point. I think they assume that most are older and might not have the means/ability to scan in their ID and submit it. I have been trying to see if I can see what the WI requirements and procedures are... because I also wanted to see if it was possible to change the mailing address, because it occurred to me that they might not for an IC, because they are specifically asking since they are home.
