Beyond that, what's different about the licenses such that you need 2?

PAL and PAL-Restricted.

PAL-Restricted is handguns/concealable weapons.

And certain rifles.

I haven't delved too in-depth on PAL-R classification, I presume semi-automatic rifles are covered there.
