The process that is to take place when a member of the house and a senator has already came forward to say they are going to stand up at the joint session. when 1 Republican house  Representative and 1 Republican senator stand up and say we object to the calling of that states electoral college votes then per the per the federal statute above each house must go to there chamber and debate for up to 2 hours on the objection raised and weather of not to accept the objection when it comes to the voting on weather or not the objection each state only has 1 state as there are 50 states the required majority is 26 and as GOP control a majority of the state legislatives Trump win. if its accepted that states EC votes are null and void and also per that same statute above if after counting the votes that are accepted if no one has reached the required 270. Then it becomes a contested election with is all completely handled by congress the house of Representatives pick the president and the senate picks the vice president again 1 state delegation only has 1 vote 1 vote in the house and 1 vote in the Senate.
