If he's aiming for a civil standard of proof why would he waste his time struggling with a criminal standard of proof when courts are showing clear bias in rejecting - without even hearing - so many cases that are down to a civil level?

You don't need a court to make an arrest with sufficient evidence if you are a law enforcement officer. I keep hearing about all the evidence that proves that this election was stolen. Now there isn't enough evidence to make a single arrest? But we're supposed to hand the election over to Trump... sure... makes sense.
