That is some unreasonable levels of bureaucracy. The end of the year is in a few weeks. Do you think hundreds of thousands of people are going to die between now and then? Even if they did, that would just be average.

Africa has had to deal with things like ebola... This is easy. They wear masks, they socially distance. Being used to trying to prevent diseases that will almost certainly kill you makes you hyper vigilant. India is not doing great now they are having major outbreaks last I read.
