But that can be for a number of reasons. Getting them to sign onto that would also put them in a position to abide by the requirements for membership. Usually membership requires obligations be met in order for benefits to be received. I don't know all of the specifics, but few of these things are black and white.

I don't know. I just remember a video I watched maybe 12 years ago that I can't find now. Its a conversation between bibi and his mom among his family and his mom is concerned with the relations between the U.S. and Israel. And his response was who cares what they say.
