Minor drug offenses aren't a harm to anyone else, and prison is usually something you use as a last resort for people that are a danger to others.

I have wondered if it would not be appropriate to put all "prisons" under the United States Public Health Service Commissioned Corps. Render all conditions of incarceration as a medical consideration.

The people abusing drugs need help and ways for people to reach out, not time in prison. IMHO.
