Outside temp will take longer but also gives time for flavors to develop, usually trying to keep something organic at that temp for extended periods of time makes them burn out quickly. For something like yogurt where longer fermantation isn't needed its fine but for miso and soy sauce it seems most places just ferment it at ambient temp.
