I've read cases that MSI had a tendency to not offer easy RMA

It could be possible that it's something as simple as a faulty thermal probe or something like that, and they just replace it outright. They didn't offer a loaner card in the meantime?

Basically the process it as follow, fill in the form at website (retailer) -> turn in the package -> shit gets done

I'd get it if it were a problem with it being dusty, sure, but I don't think that there could be such a heavy amount of dust in the GPU that close proximity compressed air blast would have trouble with
