yeah the way government spending works is you have a set budget

if you spend all that budget, its like "well i guess you need the whole budget" and you gat that much money again next year (or you can ask for more)

but if you have money left in the budget when the year ends, its "you clearly didnt need that big of a budget" so your budget gets cut

so you make sure you spend all the money you are given, so you dont get less next year
