subtracting drug crimes: 197200 of which 61600 were white offenders, so 197200 - 61600 = 136200
non white offenders - non white drug offenders or 894559 - 136200 = 758359
758359 is 58.4 % of 1298159, a decrease of 10.5%

It's hard to tell what is what in that argument because you can go to prison for multiple crimes at the same time. You can kill someone with weed in your pocket and be considered a drug offender.
