I look at the phrase as meaning two possible things:
one astrotheology / astrology is used to plan historical events etc. and/or two: there is a mechanism or method which the stars themselves or rather "God's word / voice" e.i. the vibration /sound (sonoluminescence) actually controls in some way what goes on in the physical world below
