How does a electric clock work ?what regulates the time? It used to be a pendulum on mechanical ones

Time probably changes when go into space because we are nearer to the core of earth which sends out a medium that is time or regulates time ,and it's field moves faster above us ,but I'm no scientist ,kinda makes sense though
