I’m genuinely asking. And I’ll tell you why. Any theoretical ideas of governemnet or otherwise, they all seem to be open to redefine to prove any point.

Ok - so I quickly skimmed through it. Even by the articles own admission - it is easier to define what is not democratic than what is democracy.
Secondly
It talks about ideas of ‘more democratic’ and ‘less democratic’ so does not draw a line saying the 4 -5 things you stated as minimum requirements

The parameters you seem to be proposing as minimum requirements of democracy seem to be on the ‘more democratic’ side of things.

Well - you pointed to this article when I asked - so saying ‘ no consensus exists on how to define democracy’ ... you could’ve said that without making the claim that there are these set in stone minimum requirements 🙂

No, Ecuaodor was not a Democracy in 1995. Having a Parliament doesnt make you a Democracy. China also has a Parliament in the form of the National Assembly
