I don’t think a 13 year old can possibly know enough about themselves or the world to decide to permanently transition. Perhaps if it were superficial. Like cross dressing then maybe.

@Delta, we’re not agreement at all. Even if there was a 100% reduction in all STD transmission rates, it is outright satanic to excise a child’s genital structures for anything other than dire medical need such as necrosis or gangrene.

I’m not sure where you are coming from in thinking that it is permissible to violently mutilate a boy’s penis. I’d like to see this practice criminalized, and I’m actively working toward that goal.

I learned last night that there is a mucus like membrane which is supposed to be on the end of a penises and is on the ends of uncircumcised penises... Being a victim myself I didn't even know that
