Production overruns are identical to phone, laptop, whatever but are not accounted for ... they are counterfeit only because the label on them hasn't been paid-for. These black-market editions go 100% in the pocket of the manufacturer. Worse, Huwei and others include the China spy tech used to spy on their own citizens and don't bother to remove when it hits low-end American market.
