For the WW1 part mostly yeah, I haven't found much evidence that the Serbian government had any major involvement in the assassination, Austria was a bit too harsh on Serbia, and Germany helped escalate the war by by declaring war on Russia, which meant that France had to join in to defend her ally.
You do realize the Russians had practically no reason to interfere in the Austria-Serbia situation right, my pan-slavism isnt really that much of a justification
also france and russia made a treaty specifically to surround and contain prussia so the germans were practically already threatened from both sides
