Cities hold 20-37 seats in Parliament, and entire territories often hold one.
But the urban seats can still control what happens to the rural territories.
if cities have more people than territories then yeah that's justified
You can't have the city dwelling people decide what happens to rural areas like the northern territories.
I believe that is due to the territories having an insufficient population to do so
They can't begin to understand what life is like without being there, they banned the seal hunt and demanded that the people in the tundra start building greenhouses for food. :U

It's just that the power scales are tipped grossly in favour of the cities, and our leaders have never been out to rural areas unless they are the MP for one of those areas.
