No. I don't agree. The foundation of a nation state is its history. It cannot be its ethnicity otherwise there would be no imperialistoc nation state by definition.

It's been mostly for the settlement of Americans from other regions that populated what otherwise would've been wastelands

try to go the any of the states formed from the Lousiana purchase and spot ties to its french history outside of the names of the cities and flags

If a state is a nation state that encompases multiple nations, that means it favour one nation.

There are very specific single culture dominant regions in a country, for example, Quebec in Canada, Utah in United States. Then there are communities of Asians, Arabs, Hispanics etc. spreading across several counties.

lol assimilation, you mean reducing your culture to consumerism? The US still to this day has massive pockets of unassimilated yet coexisting whites. Literally some cities are purely of a specific descent, german, finnish, swedish, polish etc. On the streets you speak english sure, but much of the local culture, and food, is literally ethnic. Brazil is another perfect example of, if you let cultures exist and dont replace them with comsumerism ou get brazil. Usually though you have a dominant culture that opresses (which it must necessarily) the minority cultures. Hell during my time in the US on the west coast ther eis no culture, its literally multikulti. I could appreciate asian, scandinavian, hispanic culture. But press me on what american culture is an I couldnt even really tell you from my experience living on the west coast (some 12 years there).

The principle foundation for the nation state, more often than not, is its people and their common cultural group. Generally the nation is well, an ethnicity a homogenous people with little variety between each other, the state exists to accumulate and focus the power nad will of this ethnicity. It is more a formalization and organization of this group. The nation state as such is founded upon its people and its specific cultural group, ergo ethnicity. Ethnicity means a cultural group which means a specific homogenous genetic group that then has a common culture and group identity.
