That doesn't hold true only for games, but you can look to films and other media where you can see that the greatest masterpieces are often created by auteurs

I feel uneasy about TES6
Morrowind imo was superior to Daggerfall
In Skyrim, its almost all cosmetic
Also, Morrowind was better but Daggerfall was the most complex

What a grand and intoxicating innocence
The story of TES3 is what sets it apart
That was the golden era of games imo, from around 1999-2004
So much creativity and interesting innovation
After that it all seemed to become incestuously derivative and driven only by a lust for money
In order of best to worst:
Morrowind, Daggerfall, Oblivion, Skyrim, Arena
tbh complexity for the sake of complexity is stupid imo
Tes 6 will probably be better than Arena but worse than Skyrim
But tbh, being better than Arena is not impressive
