China's strategy is just much more appealing

they are doing to africa and the middle east what the US did to europe after ww2

but i'd argue even better, because they are essentially not losing anything

these countries like ethiopia, Iran, Pakistan, etc which have very strategic value in Geopolitics, find it much more valueable to side with a country that invests in their economy than to side with a country that has a recent history of invading whoever doesnt side with them
