No land in China is private property because it's all controlled by the CPC and only given on lease. They could revoke it at any time unlike in actual capitalist states where the capitalist cannot be so easily revoked from their entrenched position in capital.

Also, the commanding heights of the Chinese economy are publicly owned, and their official line is that they are in the "primary stage" of socialist development, and will have completed socialist transformation by the year 2049. They are using the market as a means to increase the productive forces and achieve material abundance.
