@Lotus Calme Basically yeah, if you look at Louisiana we could probably gerrymander the districts but we still comply to the VRA's unconstitutional mandate that Louisiana has to have a majority-black CD for New Orleans, _even though that provision of the VRA has been struck down by the Supreme Court_!
