There were white indentured servants, who basically paid off debts in labor.

The crucial difference is that white slaves were not property: Their children were not considered slaves; the status was temporary, and while it was usually illegal and done without consent, you were technically supposed to be an indentured servant by choice.

Furthermore, by the time of the Thirteenth Amendment, this practice was largely nonexistent.

Much easier to justify a ban on something that was illegal
