1. there have been reversals since 1940. Dude, in the 1990s they made welfare much more accountable.

2. Even if there absolutely no reversals in 1940, that doesn't mean we're MAGICALLY unable to reverse anything

here in CA I've seen plenty of spics that live off of unemployment benefits, cheat into disability, and the child benefits.
