1. there have been reversals since 1940. Dude, in the 1990s they made welfare much more accountable.

2. Even if there absolutely no reversals in 1940, that doesn't mean we're MAGICALLY unable to reverse anything

In England the government is far more rightwing today than it was 70 or so years ago
