There's a monumental difference between introduced legislation and passed legislation. When a bill is introduced, it has a 1 in 25 chance of passing. A bill being introduced is not too big of a deal, considering that in the federal House, meme bills like "Abolish the ATF" and "Abolish the Department of Education" get introduced all the time.
