I think the only way we can manage to get a wall without amnesty is going to be through a budget bill. We won't need to compromise because we can leverage the risk of a government shutdown. Trump can make a tweet about it, it'd be so easy. "I will veto any spending bill that does not include full wall funds and that includes sanctuary city funding." Boom, just like that, simple. No one wants a government shutdown, so hopefully he can manage to strongarm Congress about it.
