They got hit by a lot of outrage over the omnibus because a lot of Gingrich Republicans who love term limits and procedural stringency got mad about the Omnibus.
The main issue is that this sort of thing doesn't really create a government shutdown opportunity; instead, it gives the Democrats the chance to say...shut down ICE.

But in turn if the Democrats do that, it'll be politically costly, and it could enable Trump to launch a full mobilization of the military and/or other federal departments to fight illegal immigration.
