Trump is the bigger part of the two. He has an incredibly large influence in getting it done.

Berlesconi in Italy had Character issues and all the opposition attacked him was about that but he kept getting reelected because his policies were popular

Obama got a second term before he fulfilled a lot of his promises, many dems I've spoken to said, and I quote "right now we just need papa obama to finish fixing our nation":

Trump very easily could have made that into a list, called it a "MAGA contract", then distributed them to each congressman, then if they rejected it, he could give it to someone running in the primary.
