Do they know how to do that already and are just looking for a cost cutting thing?
Or do they really think that a couple teams will make the breakthrough? $1 mill is nothing compared to the budgets of some experiments

Often offering up a bit of money can help kick start the development of what they need
NASA’s budget is fairly limited so if they can avoid footing the bill for what seems to be a brand new chemical process, I can’t say I blame them
