So, When you have air inside the hemisphere is pumped out so it becomes a vacuum (equilibrium) It cannot be separated by a very great force. When air is pumped out (into the vacuum), The pressure inside the hemisphere itself becomes low (sometimes even very low). The Atmospheric Pressure exerts *a strong force* on the hemisphere, (the outer surface), Holding it all tightly together.
