Estonia has a 20% corporate flat tax.
And it only taxes profit that is taken out of the company. If you invest that profit into the company, then you wont pay taxes on them.
And there are no economically special districts. Taxes are the same all out the country.

The no.1 reason why its not the most appealing for companies wanting to have tech cities like Google or Apple has is Manpower.
We have a big shortage of people in IT sector and the problem is worldwide. Current estimates are that we currently lack 4-5K people in IT sector.
But many international companies have franchises in here and its actually better to run an IT company in here rather than west-EU or Scandinavia.
Taxes are low (both corporate and per person)
Skilled workforce
no bureaucrecy hassle
etc,,
