Libertarianism is focused on the point that there is minimal government control

and the definition you provided it, you obviously misunderstood it

you interpreted that the civilians stay out of the government, but not at all

it would not adapt into a monarchy, however an anarchy. The two extremes of the political spectrum for the left is dictatorship or how you look at it is monarchy. On the right it is anarchy with no gov control
