Can someone help me understand how the electoral college system works (not from the US)?

So from what I understand, if you win the popular votes in a state, you win all the EC votes in that state

So California has too little Electoral Points
And other states have too many

I thought California had more EC votes though, because it has a lot of representatives
representative parliament where you distribute seats according to d'hondt's method is the best we got imo.
