Well id suggest have a touter for the child and school tge child in both current teachings and give the child in depth studying of ethics, economics, politics, etc. That way heirs are raised to rule

Yes but having a touter is obviously not the same as the father raising the son himself. There's a spiritual connection which isn't present with a touter as it is with the father himself.

Something like where the ruler appoints someone who will be the father, then appoints someone who will be a mother. (both of them will be religious of course) and then he ensures that they for their whole life will be free of expenses etc, and their job is just to raise a kid as best they can
