Countries getting aid in any form are usually more inclined to do trade with the country that gives them aid. + the US aid system is tricky. Lets say you get 1000 USD, but the thing is you can only spend that 1000USD INSIDE USA (buy the goods from the company that resides in USA) and use US companys to ship it

and not to mention strategical military importantce of foreign aid

that same foreign aid makes the US the most powerful country on this earth

which is also why isolationist policy with US wont work

because if you try to do the same thing like US did in 30s, it will only follow up with series of catastrophes

because US has quaranteed many countries militarily, they have kept many wars from happening

for example: China vs Taiwan

USSR vs Europe (nato)

and the list goes on and on

US also gave ALOT of foreign aid to Europe after both World Wars

if you help to keep strategical partners secure, then you also guarantee your influence in the area
