"i want you to deal with the dnc problem" directly implies getting dirt on them as it directly comments on them. Trump saying "i want you to look into why a prosecution was stopped in the ukraine" and then mentions the bidens tangentially is a far weaker case for illegal activity.

I do not think that trump is right to use the attorney general and his personal lawyer to look into ukrainian corruption. But there is also a bias problem in the cia, which may be why he didn't go to them.
