N.Korea is an isolationist homogenous nation because of famine, political repression and changing economic institutions. Whereas in S. Korea, they've made a society that supplied incentives, rewarded innovation, and allowed everyone to participate in economic opportunities. The economic success thus caused was sustained because the government became accountable and responsive to its citizens.

The state creates incentives for people to invest/innovate, this is supplied through funding of education and infrastructure, and the state is held accountable by its citizens rather than a monopoly that is handled by a small elite. People in politics must establish institutions and laws which work for the majority of people. I agree with some of this.
