@Unity.Nat dude, they had enough rifles. Just not enough ammunition. Remember, the industrialization was still ongoing (until probably the 1920s). The industrialization was unfocused on military and more on civilian things. However by 1916 a lot of logistical problems were still fixed. Plus the poor state of rails (which germans predicted would be fixed by 1917) helped with the problems
