The NIH and CDC are two separate organizations under the HHS so no it is incorrect to claim that the NIH is part of the CDC, though there is obviously collaboration between the two.

@Cobra Commander That's like arguing that a cut to the Department of Education isn't a cut because the program was put under the Department of Health and vice versa. Pretty much nitpicking. The truth of the matter is that there were cuts, the costed cut was to the tune of 30 million. Will people die because of it in America? No, because it is a contained illness for now. Do politicians want to overhype the extent of it? Yep. That's politics.
