if you're seeking neutral as in balance
then pragmatic is a better term to use
The way I view it, when making a decision I act as an atheist simply because when you let your religion influence that, it can cloud the results.
For example, if there was a vote on state religion,
You let your lack of religion influence that as well
On one hand I practice my religion,
However I would act as an atheist in that moment.
And vote for no state religion.

If state religion allows everyone to be happier
then do it
if banning a state religion allows everybody to be happier than u do it

And under modern religious law Saudi Arabia still hangs gay people.
And under religious law, typically bad things happen.

I would suggest culture based governments,
Not religious based governments.
those are called ideologically-based government
