well there are two things to this. One, you could take it as they are confused about there gender so therefore it is a disorder. But two, You could take it as they know what gender they want to be and it isnt the one they are currently. That alone is not a problem in my opinion. Who cares if someone wants to identify from male to female or female to male. Doesnt truly matter becasue they arent hurting themselves or others. The thing that will truly hurt someone with gender dysphoria is stigmatization. That then will lead to depression which is a real disorder that claims many lives.
