When a neighborhood has no high value property it has no tax revenue to spend on schools and therefore bad education which means people have no route out of the poverty. Combine that with a shitty environment and lots of crime and violence plus a lack of stable family units and it can trap generation after generation in the cycle of poverty even long after the actual laws that caused it in the first place are gone

It was a government policy in the past which basically forced black people into poorer neighborhoods back when segregation and stuff was still a thing

Again when someone shows me properly controlled statistics which show the kind of correlation between race and crime is true I'll consider it but as it stands there is NO logical reason race would affect crime rate and there's plenty of logical reasons why Poverty levels would and why large parts of the black urban community would be trapped in poverty
