I mean there are a lot of the remains of institutionalized racism in the US, like a lot of black communities are impoverished to due to long standing institutionalized racism that, at one point, existed but doesn't anymore. So trying to solve that is definitely a big deal but I do not think its through bailouts and a welfare state.
