Afghan men have a very strange attitude towards homosexuality. They'll fuck other dudes no problem. It's damned near impossible to prevent them from fucking. But they ain't gay. They'll be balls deep in a man's ass and get mad if you call them gay.
I'm pretty sure anyone who has been on a FOB with ANA or ANP has stories like that. There's a reason why shower facilities have separate schedules. You do not want to go anywhere near them when it's Afghan time. It could be seen as an invitation. There's always prominent signage warning you that it's Afghan shower time.
And if you spend any time outside the wire with thermals or other long-range night vision equipment, you will eventually see either two Afghans fucking, or an Afghan fucking a sheep/goat.
There's just a lot of cultural and religious suppression and control of sexuality, but it does nothing to get rid of the biological urge. It's going to be expressed somehow. If an Afghan man can't get a wife, he's going to find something else to fuck.

Another part of it is that it's generational. Bacha Bazi. The old abuse the young, and the young grow up in the culture and don't think it's abuse so they do it when they're older. It's also a power relationship. A young man might consent to sex in order to receive favorable treatment from those with positions of power or authority. One could draw similarities to the pederasty of ancient Athens.
