From my experience I think 4chan only works BECAUSE it isn't forced into a hivemind. If you did, you'd no longer have 4chan, you'd have Re🅱:b:it 2.0 or Twatter 2.0

If you wanted to hold 4chan users accountable you'd need to make posters identifiable. Forced trips and/or usernames for everyone, and then you have Reddit (or perhaps an old school forum)
