The implication you bring up is that, were they not forced to join these societal structures, they would continue to be tribalistic. I don't think you realize the point you're making here is that "the only reason these societal structures existed in these countries is because it was forced upon them", with the implication that otherwise their 'natural state' is to devolve back into tribalistic society.
