I think race is the defining factor. Western culutre in eastern europe survived communism becase culture is downstream from race.

Hell, even the root classifications of languages tends to be different between them.

I don't think an islamist is going to care to differentiate between a Frenchman and an Irish. When they're plowing trucks down roads, I don't think they're trying to avoid the Germans in favor of mowing down the English.

I see it like this. Humans have three leaves of genetic groups. Ethnic group/Nationality, Race and the species.
