because those people become unreliable,

They're raised on the streets, so they have no education, no stability (so they wont work 9-5 jobs easily) and are prone to get killed due to gang violence etc

its basicly impoverished so euntrepenualship isint going to make money there, no new jobs, no higher class jobs. the population is stuck in economic stratification

the issue with welfare isn't that people are on welfare, its that it costs money

so jsut cut it all instead of "a bit" by drug test-elimination
